You can't price a mess you haven't measured. In environmental remediation the scope is discovered, not designed — a hidden plume of contamination whose extent only sampling reveals. Maturity rides on site characterization, with a discovery risk that never fully disappears. Built on AACE 107R-19.

What this standard adds

Same five-class logic as Lesson 1, but with a distinctive driver: the scope is a discovery. In most projects you define what to build; in remediation you first have to discover what's there. This shares a flavor with mining (the subsurface is the unknown), but here the "resource" is contamination you're paying to remove, not ore you're paid to extract.

Why environmental remediation is distinctive

  1. Scope is discovered, not designed — The contamination's extent and volume must be investigated; they aren't a design choice but a field finding.
  2. Technology selection matters — Dig-and-haul, in-situ treatment, pump-and-treat, capping — the chosen remedy hugely changes cost and is itself a maturity step.
  3. Regulatory endpoint defines "done" — Cleanup targets and the regulator's acceptance criteria set how far you must go — a moving, negotiated boundary.
  4. High discovery risk — Unexpected hotspots, deeper plumes, or new contaminants routinely emerge during work — driving large contingency early.

Putting it to work

For a remediation estimator, the class reflects how well the contamination is characterized and the remedy and regulatory endpoint defined. Tie the class to the level of site investigation, carry generous contingency for discovery risk, and revisit the estimate as sampling reveals the true extent — because in this industry, the scope itself keeps coming into focus as work proceeds.
