Estimate Preparation Costs

Estimating costs money too. Producing a quality estimate takes skilled people, time, and data — and that cost rises sharply with the estimate class. This lesson is about budgeting that effort sensibly and recognizing that under-resourcing estimating is a false economy that usually costs far more than it saves. Built on AACE 19R-97.

What estimate preparation cost is

It's a neat twist to end the preparation module on: estimating is work, and work costs money, so the act of estimating has its own cost that can — and should — be estimated. The estimate plan (Lessons 16–17) lays out the effort; this lesson is about pricing and budgeting that effort sensibly.

Why budget the estimating effort

  1. Plan capacity — Knowing what each estimate costs in effort lets an estimating team plan workload and staffing across projects.
  2. Match effort to value — Spend estimating effort in proportion to the decision's stakes — not too little for a big commitment, not too much for a quick screen.
  3. Justify the resources — A budgeted prep cost makes the case for the people and time a quality estimate needs — instead of it being treated as "free."
  4. Charge / recover cost — For estimating done as a service (e.g., by consultants), the prep cost is what's quoted and recovered.
